JESSICA ALUPO, Vice-President of Uganda, said that her country remains committed to Security Council reform, both to make the organ more representative and to βaddress the historical injustices committed against the people of Africaβ, as enshrined in the Ezulwini Consensus and Sirte Declaration. She also urged the international community to reflect on the United Nationsβ original purposes and to work to resolve global insecurity through cooperation, diplomacy and peaceful means. For its part, Uganda continues to work with partners to eliminate terrorism, mistrust and other conditions that undermine development. Further, Kampala remains actively involved in regional initiatives, particularly those of the African Union, the Intergovernmental Authority on Development (IGAD), the East African Community and the International Conference on the Great Lakes Region. βOur involvement is based on the fundamental values of multilateralism,β she said.
She went on to report that Uganda has received many refugees from within the region. The Government is committed to shouldering its responsibility in addressing the plight of refugees as a βpioneerβ of the progressive refugee policy outlined in the comprehensive refugee response framework, she said, calling on Member States and stakeholders to commit to initiatives that advance the sharing of burdens and responsibilities. She also pointed out that her countryβs approach to human rights is to respect other peopleβs values, stating that βwe expect others to respect our values, which are deep-rooted in our cultureβ. As such, human-rights considerations β especially in the face of varying cultural values β should not become the moderating factor in long-term development partnerships. On gender equality, she noted that almost 35 per cent of parliamentary and executive seats are held by women and that Uganda has embarked on poverty-alleviation programmes targeting the participation of women and youth in the economy.
Stressing that climate change continues to undermine all nationsβ ability to achieve the Sustainable Development Goals, she expressed concern that countries contributing little to global greenhouse gas emissions continue to be disproportionately affected by the impacts of climate change. Uganda, for its part, works to increase access to affordable, reliable, sustainable and modern energy to enhance production and value-addition; to increase forest and wetland cover; and to operationalize climate-smart agriculture. For their part, she called on developed countries to fulfil their commitment, in line with the Paris Agreement, to provide $100 billion β annually, through 2025 β to developing countries to assist with mitigation and adaptation. Also expressing concern over increasing biodiversity loss, she detailed national efforts in response, including restoring degraded wetlands and prosecuting those involved in illegal activities that undermine the preservation of flora and fauna.
She also recalled that the COVIDβ19 pandemic presented a multitude of challenges to global health systems and essential health services, which reversed hard-fought health gains and inflicted severe economic hardships β βespecially in developing countries like Ugandaβ. Spotlighting widespread job loss, disrupted supply chains, decreased foreign investment and increased poverty, she underscored that these economic setbacks further exacerbate existing challenges to meeting the 2030 Agenda. However, despite this, Uganda has implemented effective disease-control measures, demonstrated by its swift, successful response to the Ebola outbreak. Adding that South-South cooperation remains a strong element of international cooperation, she said that her country will continue supporting such cooperation and that it looks forward to welcoming the leaders of the βGroup of 77β developing countries and China for the Third South Summit in Kampala in January 2024.

In his address to the General Assemblyβs General Debate, the President of the Democratic Republic of the Congo (DRC), Felix Tshisekedi, today (20 Sep) told the Security Council that the βphased withdrawal of MONUSCO is a necessary stage to consolidate progressβ that the country has already achieved.
Tshisekedi said, "African peoples often don't understand the equivocal attitude, the double standards at work, the ambiguities, and procrastination of our Organization, especially the Security Council in certain political and security crises, which are rampaging through Africa and sometimes have rampaged there for decades.β
He said, βfollowing a presence of more than two decades by the UN, it's time for my country to fully take its destiny in hand and to become the main protagonist of its own stability.β
Tshisekedi expressed gratitude to the international community and to the United Nations βfor their support and their partnership.β
He said it was βillusory and counterproductive to continue to cling to maintaining MONUSCO to reestablish peace in the Democratic Republic of the Congo and to stabilize it.β
Furthermore, he added, βthe accelerated withdrawal of MONUSCO is absolutely necessary to ease the tensions between MONUSCO and our citizens.β

South African President Cyril Ramaphosa said, βCenturies after the end of the slave trade, decades after the end of the colonial exploitation of Africaβs resources, the people of our continent are once again bearing the cost of the industrialisation and development of the wealthy nations of the world.β
President Ramaphosa today (19 Sep) made his remarks at the High-level week of the General Assembly.
He reiterated, βThe wealth of Africa belongs to Africans, the mineral wealth that is beneath the soil of Africa, must in the end accrue to Africans.β
He urged global leaders to βaccelerate global decarbonisation while pursuing equality and shared prosperity.β
President Ramaphosa also highlighted, βIt is a grave indictment of this international community that we can spend so much money on war, in fact trillions are spending on war, but we cannot support action that needs to be taken to meet the most basic needs of billions of people in the world, needs such as addressing hunger, health, empowering woman and making sure that there is development in countries that are vulnerable.β
He called on wealthier countries to βmeet the financial commitments they have made,β adding that βit is a great concern that these wealthier countries have failed to meet their undertakings to mobilise 100 billion dollars a year for developing economies to take climate action.β

Paul Kagame, President of Rwanda, addresses the general debate of the 78th Session of the General Assembly of the United Nations (New York, 19 - 26 September 2023).
Rwanda's President Paul Kagame said his county βremains committed to working with partners, including the United Nations High Commissioner for Refugees, to contribute to a durable solution. He was referring to migration crisis, also affecting his county, saying that every year migrants and
refugees undertake dangerous journeys in search of a better future.
Addressing the General Assembly today (20 Sep), Kagame added, βthat is part of our promise to leave no one behind.β
According to him, βthis week, the International Telecommunications Union, led by Doreen Bogdan-Martin, together with UNDP, also unveiled a major new initiative on inclusive Digital Public Infrastructure.β He added, βRwanda is very happy to be associated with these efforts, which show the United Nations at its best.β
The Rwandan President also said, βfor Rwanda, the source of our solidarity comes from our commitment to never allow a repetition of the tragedy that was inflicted on us, nearly thirty years ago.β
Kagame concluded, βwe continue to remain grateful to all who have accompanied us on our journey, as we plan to commemorate the Genocide against the Tutsi for the 30th time in April 2024.β
